Stated Maps – Network Suspension and Amendment Notice

1                      Authorising provision

This Notice is made under:

a)      Section 175, immediately suspending or amending the routes listed in Schedule 1 of this Notice to prevent or minimize serious harm to public safety or significant damage to road infrastructure; and

b)      Section 173, cancelling or amending the routes listed in Schedule 1 of this Notice on the Regulators initiative.

2                      Purpose

The purpose of this Notice is to amend stated networks for vehicles on the Regulators initiative.   

3                      Commencement date

1)      Suspension or amendment of the routes in Schedule 1 under s1(1)(a) above commences immediately upon publication of this Notice; and

2)      Cancellation or amendment of the routes in Schedule 1 under s1(1)(b) above commences 28 days after publication of this Notice.

 

4                      Title

This Notice may be cited as the Heavy Vehicle Stated Maps – Suspension and Amendment Notice 2023 (No.1)

5                      Application

This Notice applies in all participating jurisdictions. 

6                      Amendments

The specified networks in Column 2 of Schedule 1 to this Notice are amended as specified in Column 4 for the Road Manager’s reasons shown in Column 5.

7                      Public notice of amendment

Any person affected by the purpose of the action they make written representation to the Regulator within 14 days of the publication of the notice about why the amendment should not be made.

  • All B-Doubles operating under Victoria's Grain Harvest Management Scheme.

Maroondah City Council

Remove the following roads:

New Street, Ringwood (between Albert Street and Molan Street)

This section of New Street was previously approved for access during Heatherdale Level Crossing Removal Project, which has now been completed. Due to the semi-industrial and semi-residential character of neighbouring properties and the truck bans on side streets of New Street, it is inappropriate to keep the route on the network nor is it expected to be in high demand for access by heavy vehicles under GHMS.

Maroondah City Council

Add restrictions on the following roads.

  • Eastfield Road bridge between Railway Avenue and Dunn Street - 33 tonne mass limit
  • Oliver Street bridge over Mullum Mullum Creek - 33 tonne mass limit
  • Colchester Road culvert between Eycot Street and Beresford Drive - 33 tonne mass limit
  • Tintern Avenue between Dunlop Avenue and Rozelle Avenue - 47 tonne mass limit
  • Ringwood Street between Ringwood Bypass and Nelson Street - 75 tonne mass limit

Maroondah City Council has found that Council assets require restrictions added on networks, due to their structural limitations.

Wellington Shire Council

Add restrictions: There are a large number of bridges on our road network that have a load limit of less than the maximum gross combination mass of 78.5t.

We want to add some conditions to the notice that may not be present in the current notice. The new conditions are regarding the load limit of the bridges on our roads.

Central Highlands Regional Council

Remove the following roads:

Tryphinia Road, Wallaroo QLD (full length)

Council has been liaising with Aurizon regarding its proposal to install flashing lights and boom gates on the rail crossing on Tryphinia Road, Wallaroo.

This will leave a distance of 19m on Tryphinia Road between the rail line (shown as black and white dotted line in the image above) and the Capricorn Highway.

Aurizon has applied to TMR for permission to install road signage limiting general access to 19m only, with vehicles over 19m requiring Aurizon’s permission to access.

Accordingly, council will need to ensure that all pre-approvals for SPV, OSOM, PBS and all national notices:

1. Exclude Tryphinia Road; and

2. All permits for Tryphinia Road for vehicle configurations over 19m requires individual NHVR permit requests.
