NTC-25751 - EXEMPTION FROM HOLDING AND DISPLAYING A MARITIME SECURITY IDENTIFICATION CARD IN A PORT SECURITY ZONE

 

 

 

I am a Delegate of the Secretary of the Department of Home Affairs (Secretary). Under regulation 6.07M of the Maritime Transport and Offshore Facilities Security Regulations 2003, I:

 

I GIVE an exemption from holding, carrying or displaying a Maritime Security Identification Card (MSIC) to all employees, workers and contractors (persons) engaged, authenticated and approved by Pilbara Ports Authority to perform construction activities exclusively within the specified MSIC exemption zone explicitly related the Perdaman Urea Project port infrastructure and the Dampier Cargo Wharf extension project.

 

The MSIC exemption zone is depicted on the attached map which forms part of this notice.

I specify this exemption is given subject to the following conditions:

 

  1. All persons to which this MSIC display, carry, hold exemption applies:
    1. have had their identity verified, and
    2. have undertaken external vetting and pre-employment screening (including a national police clearance) to the satisfaction of Pilbara Ports Authority; and
    3. have completed a Pilbara Ports Authority site induction, and
    4. are issued and display a distinctive and readily identifiable Pilbara Ports Authority ‘Dampier Construction Permit Access Card’ at all times.

 

2.       Pilbara Ports Authority (ABN 94 987 448 870) maintains access control in accordance with their approved Maritime Security Plan, the Pilbara Ports Authority Site Access Control Procedure, and the security measures and procedures contained in Pilbara Ports Authority MSIC exemption application reference A1288321.

3.       That this exemption applies to the MSIC exemption zone only and that normal access controls, MSIC requirements and escorting procedures apply to land-side, waterside and cleared zones within the security regulated port boundaries.

 

 

I specify this exemption is in force from the date of publication in the Gazette and remains in force until 10 November 2024, unless revoked earlier in writing.
