Northern Territory (Self-Government)

Regulations2 (Amendment)

I, THE GOVERNOR-GENERAL of the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Northern Territory (Self-Government) Act 1978.

1. After regulation 4 of the Northern Territory (Self-Government) Regulations the following regulation is inserted:

Public Availability of Copies of Agreements and Arrangements

“4a. (1) In this regulation, ‘Secretary’ means the Secretary of the Department of the Chief Minister of the Territory.

“(2) The Secretary shall cause a copy of each agreement or arrangement of a kind referred to in paragraph 4 (5) (f) to be available for public inspection at the principal office of the Secretary while that office is open to the public.

“(3) A person may inspect, without fee, a copy of an agreement or arrangement made available for public inspection under sub-regulation (2).

“(4) Where a person requests the Secretary to supply the person with a copy of an agreement or arrangement referred to in sub-regulation (2), the Secretary shall cause the person to be supplied, without charge, with that copy.

“(5) Where the Secretary has, under sub-regulation (4), supplied a copy of an agreement or arrangement to a person, the Secretary shall be under no further obligation to supply any further copies of that agreement or arrangement to that person.

“(6) Failure by the Secretary to comply with a provision of this regulation in relation to an agreement or arrangement referred to in sub-regulation (2) does not affect the operation of sub-regulation 4 (5) in relation to that agreement or arrangement.”.

Schedule

2. The Schedule to the Northern Territory (Self-Government) Regulations is amended by adding at the end—

“Contracts entered into before 1 July 1978 on behalf of the Commonwealth in relation to loans to industry, including drought and flood relief business loans.”.
