1 Name of Regulations

  These Regulations are the Parliamentary Entitlements Amendment Regulations 2001 (No. 1).

2 Commencement

  These Regulations commence on 1 January 2002.

3 Amendment of Parliamentary Entitlements Regulations

  Schedule 1 amends the Parliamentary Entitlements Regulations.

  These Regulations are the Parliamentary Entitlements Regulations 1997.

3 Additional benefits for Members of the House of Representatives — printing

 (1) For subsection 5 (1) of the Act, the following additional benefits for a Member of the House of Representatives are prescribed:

 (a) personalised letterhead stationery;

 (b) newsletters for distribution to constituents;

 (c) other printed materials, as approved by the Minister, for distribution to constituents.

 (2) For the period beginning on 1 January 2002 and ending on 30 June 2002, the additional benefits for a Member of the House of Representatives mentioned in subregulation (1) are limited to a value of $61 986.

 (3) For a year beginning on or after 1 July 2002, the additional benefits for a Member of the House of Representatives mentioned in subregulation (1) are limited to a value of $125 000.

3A Additional benefits for Senators — personalised stationery, printing and photocopying

 (1) For subsection 5 (1) of the Act, the following additional benefits for a Senator are prescribed:

 (a) personalised stationery;

 (b) newsletter mastheads.

 (2) For subsection 5 (1) of the Act, the following additional benefits for a Senator are prescribed:

 (a) printed material (other than personalised stationery and newsletter mastheads), including small calendars;

 (b) photocopying.

 (3) The additional benefits mentioned in subregulation (2) for a Senator are limited to 10 reams of paper per month.

 (4) However, the additional benefits mentioned in subregulation (2) for a Senator are limited to 20 reams of paper per month for each of the following Senators:

 (a) the President of the Senate;

 (b) the Deputy President of the Senate;

 (c) Ministers;

 (d) Parliamentary Secretaries;

 (e) the Leader of the Opposition in the Senate;

 (f) the Deputy Leader of the Opposition in the Senate;

 (g) Shadow Ministers;

 (h) Shadow Parliamentary Secretaries;

 (j) the leader of a minority party;

 (k) the deputy leader of a minority party;

 (l) Party Whips.

 (5) A Senator may give written approval for the transfer to another Senator of part or all of his or her additional benefits under subregulation (2).

 (6) Additional benefits mentioned in subregulation (2) that are not used in a month may not be carried over to the next month.

 (7) A Senator may claim additional benefits mentioned in subregulation (2) 1 month in advance.

3B Additional benefits for members — overseas travel

 (1) This regulation applies to a member who, with the approval of the Prime Minister, is representing a Minister or the Government overseas.

 (2) For subsection 5 (1) of the Act, the cost of travel overseas at the same standard that would apply to a Minister travelling on official business is prescribed as an additional benefit for a member to which this regulation applies.

 (3) For subsection 5 (1) of the Act, the following additional benefits are prescribed for a member to which this regulation applies:

 (a) the cost of travel overseas by the member’s spouse when accompanying the member, if the Prime Minister approves;

 (b) the cost of official hospitality, under the same arrangements that apply to a Minister, if the Special Minister of State approves.
