The Council of the Australian National University makes these Rules under section 9 of the Faculties and Faculty Boards (Institute of Advanced Studies) Statute.

1. Name of Rules and commencement
(1) These are the Faculty and Faculty Board (Research School of Information Sciences and Engineering) Rules 2005.
(2) These Rules commence on 31 December 2004, immediately after the commencement of the Rules (Repeal) Rules 2004.
2. Interpretation
(1) In these Rules, unless the contrary intention appears:
Business Manager means the person holding office as Business Manager in the Research School.
Department includes a centre, unit or group within the Research School, or affiliated with the Research School established by the Council under section 19 of the Act.
Faculty means the Faculty of the Research School;
Faculty Board means the Faculty Board of the Research School;
Research School means the Research School of Information Sciences and Engineering;
Statute means the Faculties and Faculty Boards (Institute of Advanced Studies) Statute.
3. Membership of Faculty
(1) For subsection 3 (2) of the Statute, the following persons are members of the Faculty:
(a) each visiting or honorary fellow in the Research School whose appointment is for a period that is not less than 12 months in duration;
(b) the number of research students of the Research School determined by the Faculty, by resolution, and elected in a manner and for terms of office as the Faculty, by resolution, determines;
(c) any members of the University who:
(i) are not otherwise members of the Faculty; and
(ii) are appointed in the manner, and for the respective terms of office, that the Faculty, by resolution, determines;
(d) any persons (except staff of the University) that the Council appoints, being persons recommended by the Board of the Institute acting on the recommendation of the Faculty.
(2) A person who is appointed as a member of the Faculty under subrule (1) may, at any time, by notice in writing given to the Business Manager, resign from membership of the Faculty.
4. Chair
(1) There is to be a Chair of the Faculty.
(2) The Chair of the Faculty must be elected by the members of the Faculty from among their number.
(3) An election for the Chair of the Faculty must be conducted by the Business Manager in the manner that the Faculty, by resolution, determines.
(4) Subject to subrule (5), the Chair of the Faculty holds office for a period of 2 years commencing on the day of his or her election.
(5) The Chair of the Faculty may, at any time, by notice in writing given to the Business Manager, resign his or her office.
(6) If the office of the Chair of the Faculty becomes vacant, for any reason, a Chair must be elected by the members of the Faculty from among their number.
(7) An election for the purposes of subrule (6) must be conducted by the Business Manager in the manner that the Faculty, by resolution, determines.
(8) A person elected as Chair under subrule (6) holds office for the unexpired portion of the period of office of his or her immediate predecessor as Chair.
(9) The Chair of the Faculty must preside at all meetings of the Faculty at which he or she is present.
(10) If the Chair is absent from a meeting of the Faculty, the members of the Faculty present at the meeting must elect one of their number to preside at the meeting.
(11) The person presiding at a meeting of the Faculty must report, or cause a report to be made by another member of the Faculty Board, to the meeting on any matter of concern to the Faculty that was dealt with by the Faculty Board since the last meeting of the Faculty.
5. Membership of Faculty Board
(1) The following members of the Research School are appointed to, and hold office as members of, the Faculty Board:
(a) the Director of the Research School;
(b) the Heads of Departments in the Research School;
(c) the Chair of the Faculty (if he or she is not otherwise a member of the Faculty Board);
(d) not more than 2 other members of the academic staff of the Research School holding standard appointments, co-opted by the Faculty Board to ensure balanced disciplinary representation;
(e) 2 members of the academic staff of the Research School holding fixed-term appointments chosen, by the Faculty from among those members of the Faculty, by election conducted by the Business Manager in a manner deterined by the Faculty by resolution;
(f) 1 postgraduate student elected for a 1 year term by the Students of the Research School;
(g) the Executive Directors of Co-operative Research Centres that are members of the Research School;
(h) other members of the Faculty co-opted by the Faculty Board, by resolution.
(2) A member of the Faculty Board referred to under paragraph (1) (d) holds office for a term not exceeding 2 years from the date of his or her co-option, unless the Faculty Board, by resolution, determines otherwise.
(3) A member of the Faculty Board referred to under paragraph (1) (e) holds office for a term not exceeding 2 years from the date of his or her election, unless the Faculty Board, by resolution, determines otherwise
(4) An elected or co-opted member ceases to be a member of the Faculty Board if he or she:
(a) ceases to hold an office referred to in paragraph (1) (d) or (e); and
(b) does not, immediately after ceasing to hold that office, become the holder of another of those offices.
(5) If a vacancy occurs in the office of a member referred to in paragraph (1) (d) or (e), a person may be selected who is not otherwise a member of the Faculty Board to fill the vacant office, in accordance with paragraph (1) (d) or (e) for the unexpired portion of the term of the person who vacated the office.
(6) A person is not eligible for co-option or election to the Faculty Board under paragraph (1) (d) or (e) or subrule (5) for more than 2 successive terms of office.
(7) A member of the Faculty Board elected or co-opted under paragraph (1) (d) or (e) may, at any time, by notice in writing given to the Business Manager, resign from the Board.
6. Meetings
(1) For the purposes of subsection 5 (2) of the Statute:
(a) the prescribed number of members of the Faculty is 6; and
(b) the prescribed number of members of the Faculty Board is 3.
(2) For the purposes of subsection 5(5) of the Statute, the quorum at a meeting of the Faculty is half the number of members referred to in subsection 3(2) of the Statute or, if half the number of members is not a whole number, the next higher whole number.
(3) For the purposes of subsection 5(5) of the Statute, the quorum at a meeting of the Faculty Board is half the number of members of the Faculty Board, or, if half the number of members is not a whole number, the next higher whole number.
(4) The agenda for each meeting of the Faculty must be given to each member of the Faculty not less than 7 days before the date fixed for the meeting.
