The University is permitted to charge fees under section 41 of the Australian National University Act 1991 and section 19-85 of the Higher Education Support Act 2003 (‘the HES Act’). The Acts are accessible on the Internet at the following website:

The Fees Rules relate to types of fees which the University is permitted to charge under the HES Act and which the Council has authorised for collection.  The Rules are designed to be consistent with the HES Act and with Guidelines issued by the Minister under that Act.  The Guidelines are accessible on the Internet at the following website:

http://www.dest.gov.au 

 

The Orders are intended to complement the Rules by setting out a framework under which particular fees can be calculated.]

 

1 Name of Order and commencement

1.1 This Order is the Tuition Fees Order 2007.

1.2 This Order commences on the day after it is registered.

2 Interpretation

2.1 In this Order, unless the contrary intention appears words and expressions used in this Order and in the Fees Rules have the same respective meanings as they have in the Fees Rules.

3 Application

3.1 This Order applies for 2008 to persons to whom the Fees Rules apply.

3.2 Notwithstanding anything else in this Order, if the Vice-Chancellor or Deputy Vice-Chancellor arranges for a program to be offered in conjunction with another tertiary education institution or educational provider, the arrangement prevails over this Order and this Order is to be interpreted accordingly.

3.3 In addition to and notwithstanding anything else in this Order, if the Vice-Chancellor or Deputy Vice-Chancellor enters into a contract with a private or government organisation for a program to be offered, in relation to a person undertaking that program the contract prevails over this Order and this Order is to be interpreted accordingly.

4 Fees

4.1 The indicative tuition fees set out in Schedule 1 apply for 2008 to a student to whom this Order applies.

5 Calculation of particular domestic student fees etc

5.1 Particular domestic student tuition and contribution amounts are to be calculated in accordance with the guidelines set out on the following website:

6 Calculation of particular international student fees etc

6.1 Particular international student tuition and contribution amounts are to be calculated in accordance with the guidelines set out on the following website under International students:

http://www.anu.edu.au/sas/fees/tuition_fees_undergraduate/index.php.

7 5% cap on fee increase

7.1 A student who remains in his or her current program is protected against substantial fee increases by a 5% cap (compounded annually) applied to the fees he or she paid for his or her commencement year.

 

[Example:

Jack commenced a Master of Professional Accounting in 2007.  All of Jack's tuition fees for this program are determined by his commencement year.  This program could be completed in 2007 if Jack enrolled on a full-time basis, but he works full-time and is studying part time, so expects to complete the program sometime in 2009. 

Jack has a particular penchant for technology issues in the workplace and would like to undertake course INFS8004 (Information Systems Management in Organisations) at some stage during his program as an elective.

He also likes the look of the syllabus for ECON8066 (Issues in Market Design).

8 Extension of program arrangements for higher degree research students

8.1 A student enrolled in a higher degree research program who has successfully obtained an extension of program beyond the normal time limit is to pay fees as follows:

 (a) a domestic student:

  is to be granted an exemption scholarship in 2008;

 (b) an international student resident in Australia:

  is to pay a subsidized fee of $3,000 (non-laboratory) or $4,000 (laboratory) per semester in 2008;

 (c) an international student resident overseas:

  is to have his or her tuition fees waived in 2008.

[Notes:  Transitional HECS Arrangements

1 Commonwealth supported students who commenced their studies prior to 2005 are currently covered by the Higher Education Support Act 2003 transition arrangements that expire on 31 December 2008.  Pre-2005 students are to continue to be liable for the indexed Student Contribution Amount until the end of these transitional HECS arrangements.

2 Commonwealth supported students who commenced in 2005 and 2006 and continued to enrol, or take formal leaves of absence, in the same Program after 1 January 2007 are to continue to be liable for the indexed Student Contribution Amount until the end of the transitional HECS arrangements.

3 Currently enrolled Commonwealth supported students who commenced in or after 2005 and who transfer to any other Program, including combined Programs to single award Programs and vice versa, or discontinue their place at the University and return to any Program, after 1 January 2007 are to be liable for the 25% increased rate.

4 All transitional HECS arrangements under the HES Act and in place for 2005 and 2006 commencing Commonwealth supported students are to expire on the 31 December 2008, after which all Commonwealth supported students are to be liable for the 25% increased rate.]
