I, CHRISTOPHER MARTIN ELLISON, Minister for Human Services, give this Direction under paragraph 8 (1) (c) of the Commonwealth Services Delivery Agency Act 1997.

This Direction is the Commonwealth Services Delivery Agency (Functions of Chief Executive Officer) Direction 2007.
This Direction commences on the day after it is registered.
In this Direction:
Act means the Commonwealth Services Delivery Agency Act 1997.
Centrelink service means a service, or services, of the following kind:
(a) a service, benefit, program or facility of the kind mentioned in Schedule 1;
(b) services, of the kind mentioned in Schedule 2, to a Commonwealth body (corporate services).
Commonwealth body means:
(a) an Agency within the meaning of section 5 of the Financial Management and Accountability Act 1997; or
(b) a Commonwealth authority within the meaning of section 7 of the Commonwealth Authorities and Companies Act 1997; or
(c) a Commonwealth company within the meaning of section 34 of the Commonwealth Authorities and Companies Act 1997.
supplementary service arrangements has the meaning given by section 5.
4 Direction to perform function
For paragraph 8 (1) (c) of the Act, the Chief Executive Officer is directed to perform the function of the provision of Centrelink services in accordance with supplementary service arrangements.
5 Supplementary service arrangements
(1) The Chief Executive Officer may enter into arrangements (supplementary service arrangements) with a body mentioned in subsection (2) for the provision of the Centrelink services mentioned in the arrangements, subject to any conditions mentioned in the arrangements.
(2) For subsection (1), the bodies are:
(a) for a Centrelink service other than corporate services — the following:
(i) a Commonwealth body;
(ii) a State or Territory;
(iii) an authority of a State or Territory;
(iv) a local government body;
(v) a non‑government organisation; and
(b) for corporate services — a Commonwealth body.
(3) Arrangements for the provision of Centrelink services may include arrangements for doing anything incidental, conducive or related to the provision of the services.
(4) Without limiting subsection (1) or (3), arrangements for the provision of Centrelink services may include arrangements for:
(a) making the Chief Executive Officer or specified employees, or employees in specified classes of employees, available to exercise powers or perform functions in connection with the provision of the services (including powers and functions delegated to the Chief Executive Officer or employees under any law, including a law of a State or Territory); or
(b) determining a person’s eligibility for, or entitlement to receive or have access to, the services; or
(c) making payments in connection with the provision of the services; or
(d) maintaining records related to the provision of the services; or
(e) disclosing to Commonwealth authorities and other persons information related to the provision of the services (including personal information within the meaning of subsection 6 (1) of the Privacy Act 1988 about individuals to whom the services relate); or
(f) undertaking education, compliance, investigation and enforcement activities related to the provision of the services; or
(g) taking part in teams and taskforces in connection with the provision or future provision of the services; or
(h) recovering overpayments and other amounts due to the Commonwealth in connection with the provision of the services; or
(i) conducting litigation or proceedings related to the provision of the services.
(5) Arrangements for the provision of Centrelink services may also deal with the payment of fees for the services provided under the arrangements.
(6) Arrangements under this section with a Commonwealth authority may be combined with service arrangements under section 7 of the Act.
Schedule 1 Centrelink services (other than corporate services)
