Financial Framework (Supplementary Powers) Regulations 1997

1  Name

  This instrument is the Financial Framework (Supplementary Powers) Amendment (Education and Training Measures No. 2) Regulations 2017.

2  Commencement

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Vocational Education and Training Information Strategy

To provide funding to raise awareness about vocational education and training programs in Australia.

This objective also has the effect it would have if it were limited to providing funding for measures:

(a) in connection with the use of postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution); or

(b) directed to meeting Australia’s obligations under:

(i) the International Covenant on Economic, Social and Cultural Rights (particularly Article 6); or

(ii) the International Labour Organization’s Convention concerning Employment Policy and Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources.

Flexible Literacy for Remote Primary Schools Program

To fund training for teachers at remote primary schools to enable them to adopt explicit instruction teaching methods in relation to literacy to improve the literacy skills of students in remote locations (particularly Aboriginal and Torres Strait Islander students).

This objective also has the effect it would have if it were limited to providing funding:

(a) to give effect to Australia’s obligations under either or both of the following:

(i) the Convention on the Rights of the Child (particularly Articles 28 and 29);

(ii) the International Covenant on Economic, Social and Cultural Rights (particularly Article 13); or

(b) to benefit Aboriginal and Torres Strait Islander persons; or

(c) in or in relation to a Territory.

Australian Early Development Census

To develop, implement, analyse and disseminate the results of a population measure of the state of development Australian children have reached by the time they commence their first year of fulltime schooling.

This objective also has the effect it would have if it were limited to measures:

(a) in connection with electronic communications; or

(b) in connection with collecting, analysing, disseminating or using statistics; or

(c) done in the exercise of the executive power of the Commonwealth; or

(d) funded by way of grants of financial assistance to a State or Territory.
