Financial Framework (Supplementary Powers) Regulations 1997

1  Name

  This instrument is the Financial Framework (Supplementary Powers) Amendment (Education and Training Measures No. 4) Regulations 2017.

2  Commencement

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

English Language Learning for Indigenous Children

To deliver, through the use of online communication services, English language education to Aboriginal and Torres Strait Islander children, including by:

(a) maintaining and developing English language learning applications for download onto tablet devices; and

(b) developing and providing support materials and professional development to educators; and

(c) funding the purchase of tablet devices.

Rural and Regional Enterprise Scholarships

To provide:

(a) scholarships to students from rural and regional areas to undertake undergraduate, postgraduate or vocational education and training studies in science, technology, engineering or mathematics (STEM); and

(b) payments to such scholarship holders who arrange and undertake internships relevant to their studies, and to employers who provide such internships to such scholarship holders.

This objective also has the effect it would have if it were limited to providing funding:

(a) for the provision of benefits to students (within the meaning of paragraph 51(xxiiiA) of the Constitution); or

(b) for measures to give effect to Australia’s obligations under the following:

(i) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 6 and 13;

(ii) the International Labour Organization’s Convention concerning Employment Policy, particularly Articles 1 and 2;

(iii) the International Labour Organization’s Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources, particularly Articles 1 to 4.
