1  Name

  This instrument is the Financial Framework (Supplementary Powers) Amendment (Education and Training Measures No. 2) Regulations 2019.

2  Commencement

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

  This instrument is made under the Financial Framework (Supplementary Powers) Act 1997.

  Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.

Schedule 1Amendments

 

Financial Framework (Supplementary Powers) Regulations 1997

1  In the appropriate position in Part 3 of Schedule 1AB (table)

Insert:

Grant to Educational Music Tour Bus Foundation Australia Ltd

To fund the establishment and operation of the John Lennon Educational Bus to provide:

(a) educational activities in music, the arts and technology for children, including the provision of vocational information and guidance; and

(b) activities for the benefit of Indigenous communities.

This purpose also has the effect it would have if it were limited to measures:

(a) to give effect to Australia’s obligations under the Convention on the Rights of the Child, particularly Articles 4, 28, 29 and 31; or

(b) for, or in relation to, Indigenous Australians and particular groups of Indigenous Australians.

 

2  Part 4 of Schedule 1AB (table item 136)

Repeal the item, substitute:

Development of vocational education and training (VET) packages

To fund organisations:

(a) to develop nationally endorsed training packages to guide training and assessment in the VET sector in Australia; and

(b) to develop resources and products for use by VET providers to ensure the effective implementation of those training packages; and

(c) to promote the uptake of those training packages and the use of those resources and products.

This objective also has the effect it would have if it were limited to providing funding:

(a) for the purpose of meeting Australia’s obligations under one or more of the following:

(i) the International Covenant on Economic, Social and Cultural Rights, particularly Article 6;

(ii) the International Labour Organization’s Convention concerning Employment Policy, particularly Article 1;

(iii) the International Labour Organization’s Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources, particularly Articles 1, 2 and 4; or

(b) in the exercise of the executive power of the Commonwealth.

 

3  Part 4 of Schedule 1AB (table item 252, column headed “Objective(s)”, paragraph (a))

Omit “in science, technology, engineering or mathematics (STEM)”.

4  Part 4 of Schedule 1AB (table item 325, column headed “Objective(s)”)

Omit “if it was limited”, substitute “if it were limited”.

Delivery of an integrated information service for Australian Apprenticeships

To provide funding to an entity:

(a) to provide information about apprenticeships and traineeships, including through a website, social media, email, mobile phone applications and an 1800 freecall service; and

(b) to explain how to use those services to access information about apprenticeships and traineeships; and

(c) to compile and publish statistics on apprenticeships and traineeships.

This objective also has the effect it would have if it were limited to measures:

(a) with respect to postal, telegraphic, telephonic and other like services (within the meaning of paragraph 51(v) of the Constitution); or

(b) with respect to census and statistics (within the meaning of paragraph 51(xi) of the Constitution); or

(c) undertaken in the exercise of the executive power of the Commonwealth.
