Schedule 1—Amendments
Financial Framework (Supplementary Powers) Regulations 1997
This instrument is the Financial Framework (Supplementary Powers) Amendment (Environment and Energy Measures No. 2) Regulations 2019.
(1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

352 | Energy Efficient Communities Program | To provide funding to support businesses and community organisations to reduce energy use, improve energy productivity and deliver carbon abatement, including through: (a) upgrading equipment to reduce energy consumption; and (b) undertaking energy management activities and assessments, such as energy systems assessments and feasibility studies; and (c) investing in energy monitoring and management systems; and (d) supporting the use of renewable energy by community organisations. This objective also has the effect it would have if it were limited to supporting activities that would assist Australia to give effect to its obligations under one or more of the following: (a) the United Nations Framework Convention on Climate Change, particularly Article 4; (b) the Kyoto Protocol to the United Nations Framework Convention on Climate Change, particularly Articles 3 and 10; (c) the Paris Agreement, particularly Article 4. |
353 | Australian Heritage Grants Program | To provide grants for activities to assist in the protection and promotion of the following places and properties: (a) National Heritage places (within the meaning of the Environment Protection and Biodiversity Conservation Act 1999); (b) Commonwealth Heritage places (within the meaning of that Act); (c) Australian properties on the World Heritage List kept under Article 11 of the Convention for the Protection of the World Cultural and Natural Heritage (the Convention). This objective also has the effect it would have if it were limited to providing grants: (a) to give effect to Australia’s obligations under the Convention, particularly Articles 4 and 5; or (b) for activities that are peculiarly adapted to the government of a nation and cannot otherwise be carried on for the benefit of the nation; or (c) in the exercise of the executive power of the Commonwealth; or (d) of financial assistance to a State; or (e) for activities in, or in relation to, a Commonwealth place; or (f) for activities in, or in relation to, a Territory. |
354 | Communities Environment Program | To provide grants for community projects that target environmental priorities relating to waste, threatened species, natural habitats, and coasts, wetlands and waterways. This objective also has the effect it would have if it were limited to providing grants: (a) for activities in relation to places, matters or things external to Australia; or (b) to give effect to Australia’s obligations under international agreements; or (c) for activities in, or in relation to, a Territory. |
355 | Environment Restoration Fund | To support environmental restoration and protection projects directed at the following: (a) protecting Australia’s coasts and coastal waterways; (b) the clean‑up, recovery and recycling of waste; (c) protecting threatened and migratory species and their habitat. This objective also has the effect it would have if it were limited to providing grants: (a) to give effect to Australia’s obligations under one or more of the following: (i) the Convention on Biological Diversity, particularly Article 6(a); (ii) the Convention on the Conservation of Migratory Species of Wild Animals, particularly Article III(4)(a); (iii) the Convention on Wetlands of International Importance especially as Waterfowl Habitat, particularly Article 3(1); or (b) for activities that are peculiarly adapted to the government of a nation and cannot otherwise be carried on for the benefit of the nation; or (c) for activities in relation to places, matters or things external to Australia; or (d) for activities in, or in relation to, a Territory. |
