1  Name

  This instrument is the Financial Framework (Supplementary Powers) Amendment (Agriculture Measures No. 2) Regulations 2019.

2  Commencement

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Promoting Sustainable Fisheries and Combatting Illegal, Unreported and Unregulated Fishing in Southeast Asia and Pacific Islands

To support the provision of technical assistance at the national and regional level to Southeast Asian and Pacific Island countries to:

(a) promote sustainable fisheries; and

(b) increase the capacity of those countries to combat illegal, unreported and unregulated fishing; and

(c) enhance maritime domain awareness.

This objective also has the effect it would have if it were limited to supporting activities:

(a) relating to fisheries in Australian waters beyond territorial limits; or

(b) relating to places, persons, matters or things external to Australia or matters affecting Australia’s relations with foreign countries; or

(c) relating to Australia’s relations with the islands of the Pacific; or

(d) undertaken in the exercise of the executive power of the Commonwealth.

Fisheries Habitat Restoration Program

To improve the health of fisheries and fish stocks by supporting activities to restore marine and estuarine habitats.

This objective also has the effect it would have if it were limited to supporting activities:

(a) to give effect to Australia’s obligations under the Convention on Biological Diversity, particularly Articles 8(d), (f) and (i); or

(b) directed at fisheries, fish stocks or habitats external to Australia; or

(c) funded by way of grants of financial assistance to a State or Territory; or

(d) carried out in, or in relation to, a Territory.
