1  Name

  This instrument is the Financial Framework (Supplementary Powers) Amendment (Education Measures No. 5) Regulations 2019.

2  Commencement

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Future Leaders Program

To provide funding for training and supporting school leaders and potential school leaders, for the following purposes:

(a) addressing shortages in the number of school leaders in primary and secondary schools, primarily in regional, rural and remote areas of Australia;

(b) increasing the quality of school leadership in such schools.

This objective also has the effect it would have if it were limited to measures:

(a) for the provision of benefits to students (within the meaning of paragraph 51(xxiiiA) of the Constitution); or

(b) to give effect to Australia’s obligations under either or both of the following:

(i) the Convention on the Rights of the Child, particularly Articles 4, 28 and 29;

(ii) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 13.

Rural Inspire Program

To support the achievements, aspirations and career, life and learning goals of students in schools in regional, rural and remote areas of Australia, by funding initiatives to carry out and support the following:

(a) the provision of information and support to those students through online and social media platforms;

(b) the facilitation of access to educational and vocational opportunities for those students within their communities and in urban areas;

(c) the development of the leadership capacity of those students;

(d) national forums on education and career pathways for those students.

This objective also has the effect it would have if it were limited to providing support for activities:

(a) with respect to postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution); or

(b) to give effect to Australia’s obligations under one or more of the following:

(i) the Convention on the Rights of the Child, particularly Articles 4, 28 and 29;

(ii) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2, 6 and 13;

(iii) the International Labour Organization’s Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources, particularly Articles 1, 2, 3 and 4; or

(c) in, or in relation to, a Territory.

Online tertiary learning repository services

To provide funding for:

(a) the development of an online tertiary learning repository; and

(b) the provision and administration of related services;

that facilitate access to, and sharing of, records of educational achievements, including tertiary education transcripts and other records of credentials.

This objective also has the effect it would have if it were limited to providing funding for measures:

(a) with respect to postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution); or

(b) for the provision of, or which are incidental to the provision of, benefits to students (within the meaning of paragraph 51(xxiiiA) of the Constitution).
