Financial Framework (Supplementary Powers) Regulations 1997
This instrument is the Financial Framework (Supplementary Powers) Amendment (Health Measures No. 1) Regulations 2020.
(1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

392 | Supporting the Mental Health of Australians Affected by Bushfires | To provide funding for mental health support for individuals, families and communities who have been affected by the 2019‑2020 bushfire emergency, including the following: (a) funding to establish and operate a program, to be known as the Bushfire Recovery Access Program, to provide support for individuals directly affected by the bushfires, including immediate front‑line distress and trauma counselling; (b) funding to develop and deliver trauma support training for emergency services personnel and their employers; (c) funding for Primary Health Networks to commission additional services and to coordinate services for individuals and communities affected by the bushfires; (d) grants for activities that will support communities in recovery, including peer support activities, activities to strengthen social connectedness, and outreach initiatives to prevent suicide and identify post‑traumatic stress disorder. In addition, to provide funding to develop a cross‑jurisdictional mental health framework to improve whole‑of‑government preparedness for future natural disasters. These objectives also have the effect they would have if they were limited to measures: (a) with respect to postal, telegraphic, telephonic, or other like services (with the meaning of paragraph 51(v) of the Constitution); or (b) that provide, or are incidental to the provision of, medical services (within the meaning of paragraph 51(xxiiiA) of the Constitution); or (c) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2, 7(b) and 12(2); or (d) that are peculiarly adapted to the government of a nation and cannot otherwise be carried on for the benefit of the nation; or (e) undertaken in the exercise of the executive power of the Commonwealth. |
