1  Name

  This instrument is the Biosecurity (Human Health Response Zone) (Howard Springs Accommodation Village) Determination 2020.

2  Commencement

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

3  Authority

  This instrument is made under subsection 113(1) of the Biosecurity Act 2015.

4  Human health response zone

  Howard Springs Accommodation Village, Howard Springs Road, Howard Springs in the Northern Territory, is a human health response zone.

5  Listed human disease to which this instrument relates

  This instrument relates to human coronavirus with pandemic potential.

6  Requirement that specified classes of individuals must not enter the zone

  An individual other than the following must not enter the zone:

 (a) an individual who enters Australian territory on an aircraft carrying passengers being transported to Australia due to the human coronavirus with pandemic potential;

 (b) an individual who is an accompanying person for an individual:

 (i) who was a child or incapable person who entered Australian territory as mentioned in paragraph (a); or

 (ii) who becomes a child or incapable person after entering Australian territory as mentioned in paragraph (a);

 (c) an individual who is a biosecurity officer, human biosecurity officer, chief human biosecurity officer for the Northern Territory, biosecurity enforcement officer or the Director of Human Biosecurity;

 (d) an individual who has authority from the person who has operational (but not clinical) control over the Howard Springs Accommodation Village to enter the Village.

7  Requirement for certain individuals who are leaving the zone

 (1) An individual mentioned in paragraph 6(a) or (b) who is leaving the zone must, before leaving the zone, communicate, or attempt to communicate, their intention to leave the zone to the person who has operational (but not clinical) control over the Howard Springs Accommodation Village.

 (2) This section does not apply to a child or incapable person.

8  Period during which this instrument is in force

  This instrument is in force for 3 months beginning on the day it commences.
