CASA 30/20 – Permission for Carriage of Dangerous Goods – Isopropanol 2020

(This instrument constitutes an exemption, issued by the appropriate National Authority as defined in ICAO Annex 18, ICAO Doc 9284 AN/905 and ICAO Doc 9284 AN/905 Supplement.)

1 Name

 This instrument is CASA 30/20 – Permission for Carriage of Dangerous Goods – Isopropanol 2020.

2 Duration

 This instrument:

(a) commences on the day after it is registered; and

(b) is repealed at the end of 31 May 2023.

3 Application

 This instrument applies to:

(a) an operator that holds an Australian Air Operator’s Certificate (AOC) (the operator); and

(b) aircraft operated under the AOC of the operator (the aircraft); and

(c) conducting flights between the ports approved on the operator’s AOC; and

(d) authorised representatives granted Operator Approval by the operator (the authorised persons); and

(e) certain dangerous goods (the dangerous goods) specified in Schedule 1

4 Permission

 The authorised persons are permitted to consign the dangerous goods onto an operator’s aircraft and the aircraft is permitted to carry the dangerous goods within Australian territory.

5 Conditions

 The permission in section 4 is subject to the conditions mentioned in Schedule 2.

Schedule 1 — Dangerous Goods that may be consigned and carried

(As described in the Dangerous Goods List of International Civil Aviation Organization Technical Instructions for the Safe Transport of Dangerous Goods By Air, DOC 9284-AN/905 (ICAO-Tl) and the applicable Supplement thereto.)

Schedule 2 — Conditions of Carriage

 1The authorised person must seek and obtain the written approval of the operator before checking in the dangerous goods for a flight on the aircraft.

 2The dangerous goods may only be carried on flights within Australian territory.

 3The dangerous goods must be carried together with a respirator fit tester analysis instrument.

 4The dangerous goods may only be carried in the checked baggage of the authorised person and in the same transport case as the respirator fit tester analysis instrument.

 5The net quantity of the dangerous goods must not be more than 4 inner packages each containing 30 millilitres.

 6The closure on each inner package must be held securely in place with tape or other means.

 7Each inner package must be securely packed in an intermediate package with cushioning material in such a way that, under normal conditions of transport, they cannot break, be punctured or leak their contents.

 8The intermediate package must contain sufficient absorbent material to completely contain the contents of the inner package in case of breakage or leakage, regardless of package orientation.

 9The dangerous goods must not react dangerously with cushioning, absorbent material or reduce the integrity of function of the materials.

 10The intermediate package must be securely packed in the same transport case as the respirator fit tester analysis instrument.

 11 A copy of this instrument must be carried with the dangerous goods.

 12 If a dangerous goods accident or dangerous goods incident (within the meaning given in regulation 92.010 of CASR) occurs involving the carriage of any dangerous goods under this permission, it must be reported immediately to CASA.
