1  Name

  This instrument is the Financial Framework (Supplementary Powers) Amendment (Infrastructure, Transport, Regional Development and Communications Measures No. 4) Regulations 2021.

2  Commencement

 (1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Provision of safety net television services

To provide funding to support the provision of television services to viewers who are unable to access or receive terrestrial television services.

PeriUrban Mobile Program

To provide funding to support the provision of improved telecommunications connectivity in urban or periurban areas of Australia.

Culture, Heritage and Arts Regional Tourism Program

To provide financial assistance for the Australian Museums and Galleries Association Incorporated to deliver support to community cultural, heritage and arts organisations in regional Australia, including museums, galleries and historical societies, to assist them to recover from the adverse effects of the national crisis resulting from the coronavirus known as COVID19, and to foster tourism and cultural participation.

This objective has the effect it would have if it were limited to measures:

(a) with respect to trade and commerce with other countries, or among the States and Territories; or

(b) with respect to Indigenous Australians and particular groups of Indigenous Australians; or

(c) to give effect to Australia’s obligations under either or both of the following:

(i) the Convention on the Protection and Promotion of the Diversity of Cultural Expressions, particularly Articles 7 and 10;

(ii) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 15; or

(d) that are peculiarly adapted to the government of a nation and cannot otherwise be carried on for the benefit of the nation; or

(e) undertaken in, or in relation to, a Territory.
