Financial Framework (Supplementary Powers) Regulations 1997
This instrument is the Financial Framework (Supplementary Powers) Amendment (Social Services Measures No. 3) Regulations 2021.
(1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

This instrument is made under the Financial Framework (Supplementary Powers) Act 1997.
Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.
Financial Framework (Supplementary Powers) Regulations 1997
1 Part 4 of Schedule 1AB (table item 333, column headed “Program”)
Omit “Assisting non‑government and private sector organisations to conduct and evaluate social impact investments”, substitute “Social Impact Investing”.
2 Part 4 of Schedule 1AB (table item 333, column headed “Objective(s)”)
Omit all of the words from and including “To provide” to and including “measures:”, substitute:
To facilitate social impact investing by:
(a) conducting; and
(b) evaluating; and
(c) undertaking research related to;
social impact investing activities directed to one or more of the following outcomes:
(d) providing support to Indigenous Australians;
(e) preventing or addressing issues of discrimination and violence against women;
(f) providing unemployed and underemployed people with the skills and training necessary to find paid employment or additional paid employment;
(g) providing unemployed and underemployed people with loans to assist them to set up microenterprises;
(h) reducing homelessness;
(i) supporting the education and development of children, including by assisting their parents and legal guardians in the performance of their child‑rearing responsibilities;
(j) supporting people with disability to ensure and promote the full realisation of all human rights and fundamental freedoms;
(k) providing support to non‑citizens to improve their wellbeing and encourage their independence;
(l) preventing, treating and reducing the impact of substance misuse.
This objective has the effect it would have if it were limited to measures:

501 | Children and Family Intensive Support | To support vulnerable children and their families in the Northern Territory and the Anangu Pitjantjatjara Yankunytjatjara (APY) lands so that those children grow up strong in families and communities that are safe and nurturing, to give effect to Australia’s obligations under the Convention on the Rights of the Child, particularly Articles 4, 6, 18, 19 and 30. This objective also has the effect it would have if it were limited to measures undertaken in, or in relation to, a Territory. |
502 | Individual Placement and Support | To improve the employment and education outcomes of people with mental illness through services that focus on the individual needs of people with mental illness who are seeking to enter, or remain in, employment or education, including services that integrate vocational assistance with clinical support and non‑vocational assistance, to give effect to Australia’s obligations under the Convention on the Rights of Persons with Disabilities, particularly Articles 1 and 27. |
503 | Digital Work and Study Service | To improve the employment and education outcomes of young people with mental illness by providing work and study support online and by telephone and text message, integrated with clinical support and non‑vocational assistance. This objective also has the effect it would have if it were limited to measures to give effect to Australia’s obligations under the Convention on the Rights of Persons with Disabilities, particularly Articles 1 and 27. |
504 | Birth of a Child project | To provide funding for online platforms that will facilitate the collection and sharing of data for the purpose of enabling access to Commonwealth, State and Territory services by a parent of, or a person with responsibility for, a newborn child. |
