Financial Framework (Supplementary Powers) Regulations 1997
This instrument is the Financial Framework (Supplementary Powers) Amendment (Home Affairs Measures No. 1) Regulations 2022.
(1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

This instrument is made under the Financial Framework (Supplementary Powers) Act 1997.
Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.
Financial Framework (Supplementary Powers) Regulations 1997
1 In the appropriate position in Part 4 of Schedule 1AB (table)
Insert:
540 | Papua New Guinea Independent Management Arrangement | To provide funding to, or for the benefit of, the Government of Papua New Guinea to assist it to independently: (a) deliver services to, or in respect of; and (b) provide assistance and support to, or in respect of; persons who: (c) both: (i) were transferred to Papua New Guinea prior to 31 December 2021 as unauthorised maritime arrivals, in connection with Papua New Guinea’s designation as a regional processing country; and (ii) remain in Papua New Guinea after 31 December 2021 on a permanent or temporary basis; or (d) are family members of a person referred to in paragraph (c); as a measure with respect to external affairs (within the meaning of paragraph 51(xxix) of the Constitution). This objective also has the effect it would have if it were limited to measures: (a) with respect to aliens (within the meaning of paragraph 51(xix) of the Constitution); or (b) with respect to Australia’s relations with the islands of the Pacific. |
