Reporting Standard HRS 101.0 Regulatory Income Statement – Supplementary Information
Financial Sector (Collection of Data) Act 2001
I, Michael Murphy, delegate of APRA, under paragraph 13(1)(a) of the Financial Sector (Collection of Data) Act 2001 (the Act) and subsection 33(3) of the Acts Interpretation Act 1901:
(a) revoke Financial Sector (Collection of Data) (reporting standard) determination No. 32 of 2015, including Reporting Standard HRS 602.0 Financial and Capital Data made under that Determination; and
(b) determine Reporting Standard HRS 101.0 Regulatory Income Statement – Supplementary Information, in the form set out in the Schedule, which applies to the financial sector entities to the extent provided in paragraph 3 of that reporting standard.
Under section 15 of the Act, I declare that Reporting Standard HRS 101.0 Regulatory Income Statement – Supplementary Information shall begin to apply to those financial sector entities, and the revoked reporting standard shall cease to apply, on the day Reporting Standard HRS 101.0 Regulatory Income Statement – Supplementary Information is registered on the Federal Register of Legislation.
This instrument commences upon registration on the Federal Register of Legislation.

Interpretation
In this Determination:
APRA means the Australian Prudential Regulation Authority.
Federal Register of Legislation means the register established under section 15A of the Legislation Act 2003.
financial sector entity has the meaning given by section 5 of the Act.
Schedule
Reporting Standard HRS 101.0 Regulatory Income Statement – Supplementary Information comprises the document commencing on the following page.
This Reporting Standard sets out requirements for the provision of information to APRA relating to a private health insurer’s supplementary information for its regulatory income statement.
2. The information reported to APRA under this Reporting Standard is used by APRA for the purpose of prudential supervision.
3. This Reporting Standard applies to all private health insurers for reporting periods ending on or after 1 July 2023.
4. A private health insurer must provide APRA with the information required by this Reporting Standard for each reporting period.
5. The information required by this Reporting Standard must be given to APRA:
(a) in electronic format using an electronic method available on APRA’s website; or
(b) by a method notified by APRA prior to submission.
(b) in respect of each year ending 30 June.
8. The information required by this Reporting Standard must be provided to APRA:
(b) in the case of annual information under subparagraph 6(b), by 30 September each year; or
(c) in the case of information provided in accordance with paragraph 7, within the time specified by notice in writing.
Note: For the avoidance of doubt, if the due date for a particular reporting period falls on a day other than a usual business day, a private health insurer is nonetheless required to submit the information required no later than the due date.
10. All information provided by a private health insurer under this Reporting Standard must be subject to systems, processes and controls developed by the private health insurer for the internal review and authorisation of that information. It is the responsibility of the Board and senior management of the private health insurer to ensure that an appropriate set of policies and procedures for the authorisation of information submitted to APRA is in place.
11. The information submitted for the purposes of paragraph 8(b) is to be subject to external audit to ensure consistency with the private health insurer’s statutory financial accounts and faithful application of the capital standards.
12. Audit certification and opinion must be provided to by 30 September each year.
13. If a private health insurer received a qualified auditor’s report for a health benefits fund, the general fund, or the private health insurer for the previous year (previous report), the current year’s auditor’s report must state whether the auditor has examined the issues identified and is satisfied that the private health insurer has taken the appropriate steps to rectify the matters raised in the previous report.
14. The auditor’s report must:
(a) state details of the program adopted to carry out the audit; and
(b) include the name of, and be signed by, the auditor who takes responsibility for the accuracy of the report.
15. A person who submits the information required under this Reporting Standard must be suitably authorised by an officer of the private health insurer.
16. APRA may, in writing, vary the reporting requirements of this Reporting Standard in relation to a private health insurer.
Transition
17. A private health insurer must report under the old reporting standard in respect of a transitional reporting period. For these purposes:
old reporting standard means the reporting standard revoked in the determination making this Reporting Standard; and
transitional reporting period means a reporting period under the old reporting standard:
(a) which ended before 1 July 2023; and
(b) in relation to which the private health insurer was required, under the old reporting standard, to report by a date on or after the date of revocation of the old reporting standard.
Note: For the avoidance of doubt, if a private health insurer was required to report under an old reporting standard, and the reporting documents were due before the date of revocation of the old reporting standard, the private health insurer is still required to provide any overdue reporting documents in accordance with the old reporting standard.
18. In this Reporting Standard:
(b) the following definitions are applicable:
APRA means the Australian Prudential Regulation Authority established under the Australian Prudential Regulation Authority Act 1998;
officer has the same meaning as in the Act;
private health insurer has the same meaning as in the Act;
reporting period means a period mentioned in paragraph 6 or, if applicable, paragraph 7; and
the Act means the Private Health Insurance (Prudential Supervision) Act 2015.
19. Unless the contrary intention appears, a reference to an Act, Prudential Standard, Reporting Standard, Australian Accounting or Auditing Standard is a reference to the instrument as in force from time to time.
This reporting standard contains details related to revenue and expenses for each health benefits fund or the general fund. The data collected by APRA supplements information provided in Reporting Standard HRS 310.0 Statement of Profit or Loss and Other Comprehensive Income, and is not intended to be aggregated to produce a financial performance result.
Tables described in this reporting standard list each of the data fields required to be reported. The data fields are listed sequentially in the column order that they will appear in the reported data set. Constraints on the data that can be reported for each field have also been provided.
Any specific combination of values in a table must not appear on more than one row in that table when reported.
Terms highlighted in bold italics indicate that the definition is provided in these instructions.

Accrued premium | This refers to accrued premium as defined in HPS 001. |
Accrued premium discounts amount | The value of the effects on the HIB accrued premium (as recognised in Table 1: Insurance Revenue – HIB Accrued Premium by state) by discounts which are intended to be offered on an ongoing basis and/or to persons who have already purchased a policy. An example would be offering a discount for all policy holders paying electronically. |
Accrued premium promotions amount | The value of the effects on the HIB accrued premium (as recognised in Table 1: Insurance Revenue – HIB Accrued Premium by state) by promotions which are offered to a person at the time the person first purchases a policy. An example would be offering a free period of cover to a new member. |
Adjustments to retained earnings due to change in accounting policies / standards (Retained earnings item type) | This is the value of aggregate adjustments to retained earnings due to changes in accounting policies or accounting treatment. |
Agency business (Health-related business non-insurance activities) | This is revenues of the private health insurer fund type related to agency business, as defined under Private Health Insurance (Health Benefits Fund Policy) Rules 2015. |

Costs of goods/services: Dental business (Other business expenses type) | These are all expenses directly or indirectly attributed to the provision of dental business goods and/or services to both policy holders and non-policy holders of the private health insurer. |
Costs of goods/services: Hospitals & Medical Centres (Other business expenses type) | These are the costs of all hospital and medical centre business goods and/or services provided to both policy holders and non-policy holders of the private health insurer. |
Costs of goods/services: Optical business (Other business expenses type) | These are the costs of all optical business goods and/or services provided to both policy holders and non-policy holders of the private health insurer. |
Costs of goods/services: Other (Other business expenses type) | These are the costs of all other health related business goods and/or services provided to both policy holders and non-policy holders of the private health insurer. |
Dividends declared or paid | Report dividends which are declared or paid by the private health insurer. A dividend is the amount paid out of a company's profits to its shareholders (interim and final dividend). The annual dividend equals the final dividend plus the interim dividend if declared. |

Employee costs (Other business expenses type) | This is the value of items such as recruitment, wages and salaries, superannuation expenses, share-based payment expense, other long-term benefits expense, termination benefits expense, social security costs, contractor and on costs, and training. |
Equities (direct) (Asset class type) | Equities (direct) are comprised of equity securities and of subordinated debt securities. Equity securities are, as defined by the Australian Accounting Standards, contracts that evidence a residual interest in the assets of an entity after deducting all its liabilities. This includes equity securities lent or sold by the entity under repurchase agreements, where the transaction does not result in the transfer of the rights of ownership of the securities away from the entity to another party. Subordinated debt is a debt security where the claim to repayment ranks lower in priority to other claims. |

Gains/losses on investments amount | This is the total of all movements in assets values during the reporting period, from both revaluation and market movements. This amount must be recorded net of associated investment expenses and fees. |

Insurer policy holder benefits (Health-related business non-insurance revenue type) | This is the value of health-related business non-insurance services provided to policy holders of the private health insurer, where that service is covered by their insurance premiums. |
Interest rate investments (direct) (Asset class type) | Interest rate investments (direct) are debt securities held by the private health insurer fund type as at the relevant date. A debt security is a transferable instrument evidencing a relationship of indebtedness. It is characterised by having a definable return that is not based on the economic performance of the issuing entity. |
Investment income amount | This is the total income, including interest and dividends, collected from investments over the reporting period. Income must be recorded net of associated expenses and fees. |
