Schedule 1—Amendments
Australian Postal Corporation (Performance Standards) Regulations 2019
This instrument is the Australian Postal Corporation (Performance Standards) Amendment (2024 Measures No. 1) Regulations 2024.
(1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

This instrument is made under the Australian Postal Corporation Act 1989.
Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.

1 Section 5 (definition of areas classification)
Repeal the definition.
2 Section 5
Insert:
in major cities means located in a Statistical Area Level 1 that is, under Edition 3 of the Australian Statistical Geography Standard, published by the Australian Bureau of Statistics, as existing at the time this definition commences:
(a) categorised as RA0 (Major Cities of Australia); or
(b) in the Urban Centre and Locality of Hobart; or
(c) in the Urban Centre and Locality of Darwin.
Note: The Australian Statistical Geography Standard could in 2024 be viewed on the website of the Australian Bureau of Statistics (www.abs.gov.au).
3 Section 5 (definitions of priority letter and regular letter)
Repeal the definitions.
4 Paragraph 7(1)(a)
Omit “daily (except on”, substitute “at least every second day (disregarding”.
5 After paragraph 8(2)(c)
Insert:
(ca) a letter for which an additional fee is paid for priority delivery;
6 Subsection 8(6) (table)
Repeal the table, substitute:

7 Subsection 11(2)
Repeal the subsection, substitute:
(2) At any time, there must be at least 2,500 retail outlets that are not in major cities, and such outlets must be at least 50% of all the retail outlets.
8 Subsection 11(3)
Omit “A retail outlet”, substitute “Retail outlets”.
9 Paragraph 11(3)(a)
Omit “a metropolitan area (within the meaning of the areas classification)”, substitute “major cities”.
10 Paragraph 11(3)(b)
Omit “in the area comprising the non‑metropolitan zones (within the meaning of the areas classification)”, substitute “not in major cities”.
