1  Name 

 

This instrument is the Greenhouse and Energy Minimum Standards (Deemed Compliance) Declaration (No. 1) 2024. 

 

2  Commencement 

 

This instrument commences on the day after it is registered. 

 

3  Authority 

 

This instrument is made under subsection 27A(1) of the Greenhouse and Energy Minimum Standards Act 2012 and subsection 33(3) of the Acts Interpretation Act 1901. 

 

4  Definitions 

 

In this instrument: 

 

Act means the Greenhouse and Energy Minimum Standards Act 2012. 

 

AS/NZS 2040.1:2005 means Australian/New Zealand Standard2040.1:2005 Performance of household electrical appliances  Clothes washing machines – Part 1: Methods for measuring performance, energy and water consumption, as it existed on the date the Determination came into force. 

 

Note 1:   AS/NZS 2040.1:2005 is available from Standards Australia Limited. 

 

   Note 2: AS/NZS 2040.1:2005 includes all amendments up to and including    AS/NZS 2040.1:2005/Amdt 3:2010 made on 1 April 2012. 

 

Australian/New Zealand Standard means a standard that is jointly published by Standards Australia Limited and Standards New Zealand, is applicable in both countries and denoted by the letters “AS/NZS” and identifying numbers and/or letters. 

 

Determination means the Greenhouse and Energy Minimum Standards (Clothes Washing Machines) Determination 2015.

5  Specified product class covered by this instrument 

 

  1.     This instrument covers the products mentioned in subsections 5(1) and 5(2) of the Determination (specified product class). 

 

  1.     The specified product class does not include the products mentioned in subsection 5(3) of the Determination.  

 

6  Deemed compliance 

 

For the purposes of subsection 27A(1) of the Act, the specified product class is deemed to comply with subsection 7(3) of the Determination if the modifications to AS/NZS 2040.1:2005 listed in the Table in Schedule 1 to this instrument are complied with. 

 

7  Repeal  

 

For the purposes of section 27A of the Act and subsection 33(3) of the Acts Interpretation Act 1901, this instrument is repealed at the same time the Determination is revoked.  

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Schedule 1—Deemed Compliance Requirements 

 

1  Requirements for conducting tests under the Australian/New Zealand Standard 

 

For paragraphs 24(1)(b) and 26(1)(c) of the Act, the specified product class is taken, for the purposes of the Act, to comply with subsection 7(3) of the Determination if the modifications to AS/NZS 2040.1.2005 listed in column 2 of the Table at item 2 of this Schedule are complied with. 

 

2  Modifications to AS/NZS 2040.1:2005 

  

Each clause of the AS/NZS 2040.1:2005 in column 1 of the Table is modified in accordance with column 2 of the Table.

Clause A8.2 

 

After Table A3 of this clause, insert the following:  

 

             Sodium percarbonate (with active oxygen 13 % to 14 %) may be used as an alternative to sodium perborate. In this instance the detergent shall comprise the IEC base powder specified in Table A3 (without sodium perborate) with the addition of sodium percarbonate.  

 

            The sodium percarbonate shall be added and thoroughly mixed immediately prior to use. 

 

            The quantity of sodium percarbonate shall be as specified in clause B7.2.  

 

Note:    See modifications to clause B7.2 in item 3 of the Table in Schedule 1 to the Greenhouse and Energy Minimum Standards (Deemed Compliance) Declaration (No. 1) 2024. 

 

Clause A8.4   

 

Delete the text of this clause and replace it with the following:  

 

Detergents should be stored in a cool, dark, dry place in small airtight containers. Non-drum-type detergent shall not be used if more than 2 years old. 

 

             Neither sodium perborate tetrahydrate or sodium percarbonate shall be used if more than 1 year old. (If the date of the manufacture is not provided with the sodium perborate tetrahydrate or sodium percarbonate, the age shall be measured from the date of purchase.)  

 

Clause B7.2   

 

In this clause, delete: 

 

Where a manufacturer specifies only the use of a low-sudsing or high-efficiency type detergent, then detergent for drum type machines shall be used at the dose for drum type machines in (b) above irrespective of the type of machine under test. 

 

and replace it with the following: 

 

If sodium percarbonate is used as an alternative to sodium perborate tetrahydrate in detergent for drum type machines, irrespective of the manufacturer’s instructions, the following detergent dose shall be used: 

 

  1.                   Drum type machines using sodium percarbonate – IEC base powder (without sodium perborate) at 11.875 g/kg of the nominal mass of the test load and sodium percarbonate at 0.438 g/kg of the nominal mass of the test load.   

 

Where a manufacturer specifies only the use of a low-sudsing or high-efficiency type detergent, then detergent for drum type machines shall be used at the dose for drum type machines in (b) or (i) above (as applicable) irrespective of the type of machine under test.
