This instrument is the Industry Research and Development (Offshore Decommissioning Directorate Program) Instrument 2024.
(1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

This instrument is made under section 33 of the Industry Research and Development Act 1986.
In this instrument:
Act means the Industry Research and Development Act 1986.
decommissioning includes all activities associated with or connected to:
(a) the disconnection, removal and disposal of infrastructure from an offshore area that was previously used to support oil and gas operations;
(b) the suspension, plugging (whether temporary or permanent) and abandonment of wells and flushing of associated pipelines;
(c) removal or any other treatment of subsea infrastructure;
(d) associated environmental remediation.

(1) For the purposes of subsection 33(1) of the Act, the Offshore Decommissioning Directorate Program (the program) is prescribed.
(2) The program provides funding for the Offshore Decommissioning Directorate to work with industry, unions, First Nations groups, state and territory governments and the community to address barriers to the growth of Australia’s decommissioning industry.
(3) The purpose of the program is to support an effective and efficient decommissioning industry in Australia, including by providing funding for the following:
(a) to support greater awareness of Commonwealth and other regulations amongst the decommissioning industry;
(b) to undertake research and provide advice on aspects of decommissioning policy, regulation and industry activity;
(c) to encourage industry coordination of decommissioning projects;
(d) international engagement and cooperation.
For the purposes of subsection 33(3) of the Act, the powers of the Parliament to make laws with respect to the following are specified:
(a) trade and commerce with other countries, and among the States (within the meaning of paragraph 51(i) of the Constitution);
(b) external affairs (within the meaning of paragraph 51(xxix) of the Constitution).
