This instrument commenced on 7 February 2023 in accordance with paragraph 198AB(1B)(a) of the Migration Act 1958, being immediately after both Houses of the Parliament passed a resolution approving the designation. The Senate voted to approve the designation at 5:12pm (by legal time in the Australian Capital Territory), and the House voted to approve the designation at approximately 6pm (by legal time in the Australian Capital Territory).
