  Reason: A Replacement Explanatory Statement was prepared at the suggestion of the Parliamentary Joint Committee on Human Rights (the Committee). In particular, the Committee suggested in its Report 8 of 2024 that more information be included in the Statement of Compatibility with Human Rights about the right to an effective remedy, including the availability of other compensation and redress mechanisms.
